I can't say anything in this song is off-tune. because nothing is *on tune*. This isn't Techno. This is lacking melody. The static noise in the track, I don't know if it is the sound you're looking for... I am trying to look for something positive to say, because I really hate saying negative things...
Um, I guess I can tell that you tried for a video-game feel, and I guess you kinda succeeded with the 8-bit sound...

I re-listened to the other song that I commented on saying "literally terrible" and I honestly wouldn't rate it half a star. I don't know, maybe I was just super tired that night or something. haha.
This is interesting, It gets a little bit "off tuned" or "off key" at times.
This sounds like something that I could make.
The "transitions" are hilarious. at first, I thought that sound was pretty repulsive, but after hearing the full song, It kinda fits. haha.
over all, 3.5 stars. it gets out of tune, maybe you hit a few flats or sharps, where you shouldn't have, at certain times. but overall a nice track!

I could see this being the background music in a sad scene in some Pixar movie, or some like that. But, that's about it.
It lacks... I don't know, a very small element of... maybe rhythm, I can't pinpoint it exactly, but with a little something more, this could be a wonderful song.
